The term of the 14th National Congress of the Communist Party of Vietnam is an extremely important and pivotal period, carrying decisive significance for the country’s two strategic centennial goals.
The Resolution of the 14th National Party Congress clearly sets the major objectives, orientations and measures for the new term and the subsequent stages.

To achieve these goals, Party General Secretary To Lam emphasised that the phrase “deeds must match words” should guide all actions. Every policy and task should have clear objectives and measures, tie responsibility to results, balance breakthroughs with sustainability, and measure performance by the People’s satisfaction. He also stressed that despite many difficulties ahead, the Party does not permit hesitation or failure on its chosen path.
Results of service to the people are the highest measure of performance
The Party’s ultimate goal is to improve the people’s life quality. There is no higher objective than that. Therefore, the results of serving the people are set as the highest measure of work effectiveness. In this spirit, the 14th National Party Congress set specific targets, including striving for an average gross domestic product (GDP) growth rate of 10% per year or higher during the 2026–2030 period, and raising GDP per capita to about 8,500 USD by 2030.
Targets for 2026-2030
During this term, the Party must both fulfil the goals of the 2026–2030 five-year plan and lay a solid stepping stone for reaching higher development milestones by 2045.
🎯 By 2030, Vietnam aims to become a country with modern industry and upper-middle-income status. This requires the economy to maintain an average annual growth rate of at least 10% over many consecutive years – an unprecedented pace, yet one that is completely achievable if all resources are maximised.
🎯 By 2045, the country must realise the goal of becoming a developed, high-income nation on par with advanced countries worldwide.

Given the short timeframe and the heavy tasks ahead, the 14th National Party Congress adopted revolutionary and breakthrough policies and measures to seize every opportunity and overcome all challenges.

🎯 Over the next five years, Vietnam must accelerate in all key areas. The economy must make strong breakthroughs to sustain high growth while science – technology and innovation must be vigorously promoted as core drivers of development. Also, institutional reform and improvements to the investment and business environment must be carried out decisively to unlock all social resources.
🎯 At the same time, social affairs such as education, health care and culture must receive attention on par with economic growth to ensure harmonious and sustainable development.

🎯 The Party building and rectification, along with the strengthening of the political system, continue to pose very high requirements, particularly in building a contingent of personnel equal to their tasks – those who are truly exemplary in virtues, intellect and mettle, and capable of leading the successful implementation of the major missions entrusted by the Party, the State and the people.

“Looking ahead, we have no option other than success. The 14th Congress has ignited the flame of confidence in ultimate victory, placing upon the entire Party and the people a historic responsibility that is extraordinarily heavy yet profoundly honourable.

Ahead lie many challenges, but the Party allows no room for hesitation or failure on the chosen path. Standing alongside the Party are the trust, affection and expectations of more than 100 million compatriots, and before us lies the fate of the entire nation in the 21st century. The goal of “a prosperous people and a strong, democratic, equitable, and civilised country” set by the Party is not merely an aspiration, but a solemn pledge of honour to the People.

“The sound and breakthrough decisions taken today will not only deliver immediate results for the 2026–2030 period, but will also generate momentum for a leap in development in the decades to come. If we manage to seize opportunities and overcome the challenges of this pivotal 5–10-year period, the country will undoubtedly take off strongly, turning the aspiration of building a powerful Vietnam by the mid-21st century into reality.
Conversely, if opportunities are missed or delays and mistakes occur during this critical juncture, the cost will be extremely high, potentially squandering the opportunity of an entire nation and causing the country to lag further behind in a rapidly changing world. Fully aware of this, the entire Party and people are determined to act with speed and resolve from the very start of the term, allowing “not a single day to be wasted, not a single week to be delayed.”

With the Resolution in place and the agenda clearly defined, what remains is action. The Congress requires Party committees at all levels to swiftly disseminate, study, and translate the Resolution into programmes and plans tailored to their respective localities and units, promptly putting both the Resolution and the Action Plan into practice.

The overarching imperative is a decisive shift from “words” to “action”, from awareness to implementation. The Congress documents make clear the need to resolutely and thoroughly address the problems of “talking much but doing little”, “saying well but doing poorly”, and “saying one thing and doing another”, and to put an end to bureaucratic and formalistic working styles.

Every Party committee, every Party organisation, and every cadre and Party member, especially those in leadership positions, must heighten their sense of responsibility and lead by example in turning decisions into reality. From now on, “deeds must match words” must become a guiding principle of action. Every policy and task must have objectives and solutions clearly defined, responsibility linked to results, breakthroughs aligned with sustainability, and ensure that discipline in implementation leads to outcomes measured by the People’s satisfaction.

At the international press conference announcing the results of the 14th National Party Congress, the Party leader stated clearly that specific individuals must be assigned responsibility, with clear timelines, implementation roadmaps and measurable results.
EIGHT KEY AREAS
✅ Translating Congress documents into concrete programmes and plans with clear goals, assignments and deadlines
✅ Renewing the growth model and development approach, with science – technology, innovation and digital transformation as the central driving forces
✅ Enhancing efficiency and cost-effectiveness while practicing thrift and combating wastefulness
✅ Removing all bottlenecks, fully unlocking resources and creating a favourable environment for development
✅ Establishing mechanisms for regular and ad hoc inspection, supervision and evaluation; and promptly rewarding good performers and strictly handling cases of delay, avoidance or responsibility-shifting
✅ Building a culture of integrity and professional public service, enhancing transparency and accountability
✅ Strengthening communications to build consensus and foster practical and effective patriotic emulation movements
✅ Placing the People at the centre and as the key stakeholder, the goal, the driving force and the main resource of development while taking the People’s satisfaction as the highest measure of all policies' effectiveness.
